The Human Resource Manager will serve as a member of the Finance & Administration team at the Owen Graduate School of Management at Vanderbilt University. This position will serve primarily as a Human Capital Management Specialist (HCM), responsible for a wide range of human resource management and personnel administration for Owen’s faculty, staff and student employees. Responsibilities and services of this position include salary and benefits administration, compensation analysis, staffing needs and employment/hiring activities, identification of training and professional development opportunities for staff, and records management and credentialing. Position will work closely with Chief Business Officer on employee relations matters, counseling, resolution, and performance management. Works as a liaison and in consultation with central Human Resources. Demonstrates high level of competency and effective management and resolution of faculty, staff and student employee matters.

The Finance & Administration office is dedicated to supporting our faculty, staff and students with their financial, human resource and administrative activities, including purchasing and payments, contracting, billing and collections, employment and payroll actions, and various administrative needs of the school.

Key Functions and Expected Performance:

  • Serves as an effective HR practitionerto provide a wide range of human resources support and consulting services for Owenstaff and faculty covering the following: recruitment and employment,compensation administration, planning and analysis, benefits and leaveadministration, training and education, personnel records management,interpretation and communication of HR policies and procedures. Identifies andelevates more complex situations that require the involvement of the businessofficer.

  • Serves as primary HCM specialist forOwen and processes all faculty, staff and student employee transactions inOracle Cloud. Maintains and updates HR information for faculty and staff.Processes hires, transfers,reclassifications, and end of employment actions.

  • Enters routine and additional payrollelements and maintains labor costing for all employees.

  • Serves as the lead in implementing andtraining for HR policies as they are defined. Is the first and primary point ofcontact for Owen’s department supervisors, faculty, staff and student employeeswith regard to human resource policies and procedures.

  • Directs employment and onboardingprocess, in collaboration with supervisor and central HR, to ensure anefficient and smooth process in accordance with all applicable universitypolicies and procedures.

  • Serves as the area resource onabsence and leave management and reporting, including FMLA for Owen staff andfaculty. Understands and processes paid and unpaid leave for employees.

  • Responsible for compliance forbi-weekly timesheet population, including communication and oversight to ensuretimesheets are submitted and approved by University deadlines.

  • Assists employees with self-service,timekeeping and absence management transactions as needed

  • Maintains confidential personnelrecords for faculty, staff and student employees.

  • Manages performance review andcompensation review processes, including coaching, goal setting and communicationof processes and outcomes to department management and employees.

  • Develops and manages employeeappreciation and recognition activities to provide an enriching environment foremployees and achieves the school’s programmatic goals.

  • Assists in analysis of financialimpact to business unit budget for new staff or compensation adjustments.Consult with the Chief Business Officer to determine appropriate organizationalstructure.

  • Builds and maintains strong workingrelationships in the area, across the University with others who provide HRsupport, and with central Human Resources.

  • Participates in recurring meetings,trainings and round table discussions to allow opportunities for SkyVU HCMSpecialists across campus to learn from each other. Maintains an extensiveunderstanding of SkyVU HR functions and related connections with financialfunctionality.

  • Analyzes and assists to streamlinebusiness processes. Works with the other members of the OGSM Finance &Administration team on projects, process improvements, and trainings for staffworking at OGSM. Must be deadline oriented, tech savvy and adapt easily tochanges in technology and processes.

  • Other human resource andadministrative projects and duties as assigned.

Supervisory Relationships

This position does not have direct supervisory responsibility but will oversee student employment related activities performed by Administrative Assistant; this position reports administratively and functionally to the Chief Business Officer.

Education and Certifications

A Bachelor’s degree in human resources, business administration or other related field from an accredited institution of higher education is necessary.

Experience and Skills

  • At least five years of relevant experienceis necessary. Additional related experience may substitute for requirededucation.

  • Ability to handle various humanresources issues and concerns effectively while maintaining confidentially isnecessary.

  • Experience in human management systemssuch as Oracle, PeopleSoft or similar is necessary.

  • Ability to effectively communicate HRrelated information, policies, and/or procedures in a manner easily understoodby the customer is necessary.

  • Skilled in the use of computers, preferablyin a PC, Windows-based operating environment is necessary.

  • Knowledge of human resourcespractices, procedures and laws is strongly preferred.

  • Strong interpersonal and communicationskills and the ability to work collaboratively with a wide range of constituenciesin a diverse community is strongly preferred.

  • Skill in organizing resources andestablishing priorities is strongly preferred.

  • Strong consulting and managementskills to be able to provide appropriate counsel, advice and work inpartnership with management and staff on human resource matters is preferred.
